From the condition,


    the filling rate of the 1-st pipe is  1%2F45  of the tank volume per minute.


    the filling rate of the 2-nd pipe is  1%2F30  of the tank volume per minute.


Let X be the draining rate of the 3-rd pipe.


Then the balance equation is


    1%2F45 + 1%2F30 - X = 1%2F27,


so  X = 1%2F45 + 1%2F30 - 1%2F27 = 6%2F270+%2B+9%2F270+-+10%2F270 = 5%2F270 = 1%2F54.


It means that the 3-rd tube will empty full tank in 54 minutes.
