Let +x+ = total number of miles driven
For each ride, the cost is:
+C+=+3.25+%2B+.85%2A%28+x+-+4+%29+
I think the 2nd term only applies after 4 miles driven,
So if +x+=+3+,
+C+=+3.25+
$3.25
