I am just 3+ years at this forum.

Every year this problem comes again and again.

Every year I explain that it can not be solved, that it is incorrectly posed problem.

Nevertheless, every year it comes again and again.

The problem here is not in the bike.

You have to specify the relation between bike speed and wind speed, if there is one.
--------
It is not the same as for boats and current, or for planes and wind.
If the wind is 20 mi/hr from behind you and you don't pedal, you don't move 20 mi/hr.

The author of the problem never had a bike, maybe?
