10/100 = .10 = 10%

if the discount is 10%, then any item in the shop will be discounted less than 10 rs because the most expensive item in the shop is 100 rs.

he divided the 10 rs by the most expensive item in the shop.

since that was 100 rs, 10 rs / 100 rs = .10 = 10%.

that set the percentage discount.

the most he will lose is 10 rs because 10% of 100 10.

anything else in the shop is cheaper, so he will lose 10% of that = less than 10 rs.

example:

an item that cost 90 rs will get a discount of .10 * 90 = 9 rs.
