From the condition, it should be clear to you that the speed of the second man was 60% of the speed of the first man.


In other words,


V%5B2%5D = 0.6%2AV%5B1%5D.


Then the difference  V%5B1%5D - V%5B2%5D = 0.4%2AV%5B1%5D, 

and from the condition you have this simple equation


0.4%2AV%5B1%5D = 5  kilometers per hour.


From this equation,  V%5B1%5D = 5%2F0.4 = 12.5 kilometers per hour.


Then the total distance is  12.5*5 = 62.5 kilometers.


The speed of the second man was  12.5 - 5 = 7.5 kilometers per hour.
