Your answers for part a and d are correct, so clearly you understand the concept of evaluating a function at a given value. So what is it you don't understand about parts b and c?

f(x) = 3x -4
:
(a) f(x-2) = 3(x-2) -4 = 3x -6 -4 = 3x -10
:
(b) f(x) -f(2) = 3x -4 -(3*2 -4) = 3x -4 -6 +4 = 3x -6 = 3(x -2)

(c) f(1)/f(3) = (3 *1 -4)/(3*3 -4) = -1/5

(d) f(1/3) = 3 * 1/3 - 4 = -3
