We have notes of three different nominations and coins of four different nominations.


In all, there are notes and coins of  3 + 4 = 7  different nominations.


Each of them may go with the coefficient 1 or 0.


Hence, in all, we have  2%5E7 = 128  different opportunities (including one empty = zero opportunity).

My response.   It is because I admitted the empty case,  which corresponds to the zero value.

If to exclude it,  you will get exactly  127  opportunities.
