In all, there are 6*6 = 36 different outcomes (pairs of the dice values).


They all are equally probable.


Of these 36, there are only 3 (three), where the sum is greater than 10.


These 3 are  (5,6), (6,5) and (6,6).


For the rest of 36 - 3 = 33 pairs the sum is at most 10.


So the answer to the problem question is 33%2F36 = 11%2F12.
