A quart is 32 fluid oz and a pint is 16 fluid oz.

Since Mark starts with 3 quarts, he begins with 3 times 32 fluid oz or 96 fluid oz of developer.
.
First he uses 1 pt 9 fluid oz of developer. Since the pint is 16 fluid oz, he uses 16 plus 9
or 25 fluid oz.
.
Next he uses 2 pints plus 10 fluid oz. The 2 pints is 32 fluid oz and the 10 fluid oz makes
a total of 42 fluid oz used on this second time.

So the total that mark uses is 25 fluid oz plus 42 fluid oz for a total of 67 fluid oz.

Since he stated with 96 fluid oz and he used 67 fluid oz, he is left with 96 minus 67
fluid oz which is 96 - 67 = 29 fluid oz.

He is left with 29 fluid oz. But since a pint equals 16 fluid oz, you can say that the
29 fluid oz that remains is 1 pint plus 13 fluid oz.
