I believe it should be solved like this:
30 -(-2/5)^2 x 5/8
which gives and answer of: 299/10
Am I evaluating this correctly?

I find
x^2 = 4/25
30 x^2 = 120/25 = 4.8
30 x^2 y = 120/25*5/8 = 4.8*5/8 = 0.6*5 = 3

There is no subtraction involved.

When the numbers and variables are written next to each other without symbols between them, it means multiplication. Your expression means (30) times (x^2) times (y):



And, by the way, never use "x" to indicate multiplication -- it looks like the variable x. Use "*", or enclose the expressions in parentheses.
