I could guess what the problem really is....
But if you want help with a question, it would be polite to make sure you have stated the question correctly.
With a dilation centered at (0,0), you need the coordinates of a point and a scale factor; a rotation has nothing to do with a dilation. The wording of your question is nonsense.
The solution to the question you are apparently asking about is trivial. By definition, the dilation centered at (0,0) of the point (a,b) with a scale factor n is the point (na,nb).
