that's 28% more than he has, since what he has is 100% of his income.
if needs 756 to get back to 100% of his income, then 756 is equal to 28% of his income.
if you let x equal his income, you get .28 * x = 756.
solve for x to get x = 756/.28 = 2700.
that's his income.
if he spend 128% of that, then he spends 1.28 * 2700 = 3456.
3456 minus 2700 = 756, which is the amount he spent over his income.
