The probability under the question is the ratio of two amounts, of two integer numbers.


The denominator of this ratio is, of course, the total number of all interviewed people that are male and females:  25 + 30 = 55.


The numerator is the number of those people who are EITHER males OR have no opinion.


The number of males is 25.  To this number, you need to add that females who have no opinion: 10. 


You do not need to add males who have no opinion: otherwise you will count them twice.


So, your numerator is 25 + 10 = 35,   and your ratio, which is the PROBABILITY under the question, is equal to


          35%2F55 = 7%2F11.


Answer.  The probability under the question is equal to  7%2F11.
