half perimeter is the sum of 5/3 and 11/4, with common denominator of 12, it is (20+33)/12=53/12
Full perimeter is twice that or 53/6 m. This is 8 5/6 meters, which is more than 8 3/4 meters of material, so the answer is no, not enough material.
