Since they want to sell three times as many flats of bedding plants as hanging baskets, consider "packages" of 3 flats and 1 hanging basket. The cost of each of those packages would be 3*$10+$27 = $57.
To have sales of $5700, they would have to sell 100 of those packages.
Since each of those packages contains 3 flats of bedding plants, the number of flats they hope to sell is 100*3 = 300.
