y intercept of -3 is (0 -3)
That slope is -3/-1 or 3; perpendicular to it has a slope of -1/3, negative reciprocal
use the point slope formula y-y1=m (x-x1), (x1, y1) point, which is (12, 6)
y-6=(-1/3)(x-12)
y=(-1/3)x+10 ANSWER
