Remember, when setting up a proportion, be sure that the two sides are consistent with respect to the labels.
In your problem, you are dealing with "pedestrian deaths" and "population"
You are given:
1.83 deaths per (over) 100,000 residents (population) and the can be written as a ratio:
1.83%2F100000 Deaths over population.
You need to find how many (x) residents (population) are in Texas if the proportional deaths were 419, so you can write this as a ratio:
419%2Fx Deaths over population.
Set these two ratios equal to each other to get a proportion that you can solve.
1.83%2F100000+=+419%2Fx Now solve this for x to find the answer to your problem. Invert both sides.
100000%2F1.83+=+x%2F419 Multiply both sides by 419.

x+=+22896174.8634 Round to nearest whole person.
