You can put this solution on YOUR website! B is the best answer. There is a lot of variability, and that is all that can be said. There is no evidence that the CAMs are unable to get their workers t work efficiently, and no evidence to say the schedule is too aggressive. The latter two may be the case, but the numbers don't prove it. This may be normal for a large program, but it may not be. What is clear is that it is not consistent.
