Let x be the number of 10-centavo coins.
Then the number of 25-centavo coins is 3x+4, according to the condition.
The "value" equation is
25*(3x+4) + 10x = 12000 centavo,
75x + 100 + 10x = 12000 ====> 85x = 12000-100 = 19000 ====> x = = 140.
Answer. 140 of 10-centavo coins and 3*140+4 = 424 of 25-centavo coins.
Check. 140*10 + 424*25 = 120000 centavo. ! Correct !
