f + 270r = 46.80    (1)
f + 480r = 65.70    (2)

-------------------------Subtract eq(1) from eq(2):

    210r =  18.90  ====>  30r = 18.90%2F7 = $2.70 per 30 kilometers is the additional charge per 30 kilometers.


Then flat fee is f = 46.80 - 9*2.70 = 22.50 dollars.
