f%28x%29+=+3%28x-8%29-9;
or it might be
f%28x%29+=+%28x-8%29%5E3-9

But in fact if either of those interpretations is correct, then in either case it is a function, because both of those are polynomials; and all polynomials in a single variable are functions.
