Stratified would be, choosing the proportion of people in the survey from the proportion of full time and part time students.
Within the stratified, a systematic sample, such as choosing every fifth student from some list, would work.
Cluster would be used if there were multiple CCs, where one chooses a few CCs and then surveys everyone in it.
