If you mean point on the line:

Calculate x & y separately.
P1(3,5) and P2(-2,-4)
For x:
dx = -5
2/3 of -5 = -10/3
3 - 10/3 = -1/3
------------
For y:
dy = -9
2/3 = -6
5 -6 = -1
--> (-1/3,-1)

b.) three times as far from P2 as from P1.
That's 1/4 of the distance from P1.
