It is the same as to ask:


    How much is 1+-+1%2F2+-+1%2F3 ?



And the answer is 


    1+-+1%2F2+-+1%2F3 = 6%2F6+-+3%2F6+-+2%2F6 = 1%2F6.

If I am reading the problem correctly the first person (male) is referred to as "ONE of the people is budgeted for 1/2 of HIS time to the project" and the SECOND person (female) is referred to as "second person for 1/3 of HER time."
