-4x - 2y = -1; multiply the top by -2
4x+2y=-2; now add
0=-3, the lines are parallel, no solution.
if write in slope intercept form, the first is y=-2x+1 and the second is y=-2x-1/2. The slopes are both -2, parallel lines since the intercepts are different.
