The condition means that the entire population in the bus consists of 6 numerically equivalent groups of people: 
1 group are men; 2 groups are women and 3 groups are children.


It does not mean nothing else.


The population of each group is 120%2F6 = 20 people.


So, there are 20 men; 2*20 = 40 women; and 3*20 = 60 children.
