there are 12 orange flages.
they represent 10% of all the flage.
12 / .1 = 120 flags total.
half are blue, therefore 60 blue
there are 60 blue and 12 orange for a total of 72.
120 - 72 = 48 flags that are red or green.
that makes 24 red and 24 green.
solution is 24 red.
