So 65 million/19.5 billion is

6.5%2A10%5E7%2F%281.95%2A10%5E10%29

Now divide 6.5 by 1.95 to get 6.5%2F1.95=3.3 (which is rounded off)

Now subtract 7 from 10 to get 7-10=-3


So our answer is 3.3 x 10^-3
