3x - 5y = 7
3%28-+1%2F2%29+-+5y+=+7 ------- Substituting +-+1%2F2 for x
- 1.5 - 5y = 7 -------- Converting matrix%281%2C3%2C+-+1%2F2%2C+to%2C+-+.5%29, and multiplying by 3
- 5y = 7 + 1.5
- 5y = 8.5

Ordered pair:
You could also leave the y-coordinate in fraction-form.
I cringe when I see stuff like what the other person did.
Why do these people who claim to be helping or who consider themselves tutors make these problems so, so COMPLEX? Good Lord!!
If you get to here: 3%28-+1%2F2%29+-+5y+=+7 ------- Substituting +-+1%2F2 for x
-+3%2F2+-+5y+=+7
All you have to do to get rid of the fractions is MULTIPLY by the LCD, 2 to get: - 3 - 10y = 14
- 10y = 17

That's all, and you're done!!

Substituting, you get
3%28-1%2F2%29-5y=7
Simplifying and solving,
-3%2F2-5y=7
-3%2F2-5y-7%2B5y=7-7%2B5y
-3%2F2-7=5y
-3%2F2-14%2F2=5y
-17%2F2=5y
%281%2F5%29%2A%28-17%2F2%29=%281%2F5%29%2A5%2Ay
-17%2F10=1%2Ay .
So, y=highlight%28-17%2F10=-1.7%29 is the answer.
-17%2F10 goes better with 1%2F2 , both as fractions,
but if you are allergic to fractions,
you could have started with x=0.5 and ended with y=-1.7 .
I have no idea where you got a 13 in the denominator.
You may be trying to follow a misremembered procedure,
but memorizing calculation procedures is the wrong way to learn math.
It is better to understand what the procedure means.
