Notice how the slope of the first line m=-1%2F4 and the slope of the second line m=4 multiply to %28-1%2F4%29%284%29=-4%2F4=-1. So this means the two lines are perpendicular.

Notice if we graph y=%28-1%2F4%29x%2B15 and y=4x-17 we can see that the two lines are perpendicular
