Multiply NUM and DEN by (4/27)^2

Multiply NUM and DEN by (-3/2)^3
n = (4/27)^2/(-3/2)^3
n = (16/729)/(-27/8)
Invert the divisor and mutliply
n = (16/729)(-8/27)
n = -128/19683
