get rid of the denominators, multiply both sides by 9
9x + (3x-1) - 9(4) = 3(3x+1)
9x + 3x - 1 - 36 = 9x + 3
combine x's on the left
9x + 3x - 9x - 37 = 3
3x = 3 + 37
3x = 40
x = 40/3
x = 132%2F3
