You say that press-n-seal costs .5 (1/2) cent per sqft, or $0.005 per sqft.
Press-n-Seal sells for 10/3 the price of Glad Wrap.
How much is Glad Wrap per sq ft?
Let GW = price of Glad Wrap, and PnS = price of Press-n-Seal.
From these few facts, we can derive an equation:

We are told that
so we know that

Multiply through by the reciprocal of 10/3 to isolate GW.

So Glad Wrap costs .15 cents per sq ft.
ALWAYS check your work!
We know that 10/3 = 3 1/3.

PS per sq yrd = 27(1/2) = 13.5 cent

PS per sq. yrd. = (10/3)(GW per sq. yrd.
Therefore-----
GW per sq yrd. = (3/10)PS per sq. yrd
GW per sq yrd. = (3/10)(13.5)
GW per sq yrd. = 4.05 cents
