1) there is no such triangle, because 5%2B6=11%3C13 ,
so is there a typo,
is this problem intended to see if you are paying attention,
is this posting intended to see if we are paying attention,
or is the teacher who proposed this problem not paying attention?

2) If we call the length of the shortest side 5x ,
and if such a triangle existed,
the length of the other sides would be 6x and 13x ,
and the perimeter would be 5x%2B6x%2B13x=24x .
Then, the equation to solve would be
24x=48 --> x=48%2F2,
and the solution would be x=2 .
That would make the length of the sides of the triangle
5x=5%282cm%29=10cm , 6x=6%282cm%29=12cm , and 13x=13%282cm%29=26cm .
The problem is that that triangle could not exist in the world I know.

Solve for x.
Then solve for each side.
However there is no triangle that exists that has these sides since 5+6<13.
