You can  put this solution on YOUR website! The student council's cost will be 191 + 4n, where n = the number of shirts ordered. 
If they charge $11 per shirt, their revenue will be 11n 
In order for them to make a profit, their revenue must be greater than their cost: 
11n > 191 + 4n 
7n > 191 
n > 27.28 
So they must sell at least 28 shirts to make a profit.
