I have tried this 2000(.95)=13+45ln(2000) This did not work out
Then I tried 2000(.95)=1345ln(2000)(.95)This did not work either.

Read it again closely; it says x = "number of year after 2000"
Another words in 2000, x = 0; 2001, x = 1; 2002, x = 2 etc
The number 2000 does not enter into the calculation

I don't think they want you to convert % to a decimal
:
13 + 45x = 95
45x = 95-13
45x = 82
x = 82/45
x = 1.8 years which is close to 2002

We can say in the year 2000 (x=0) the spam amt was 13%
and in the year 2001 (x=1) the spam amt jumps to 13 + 45 = 58%
and in the year 2002 (x=2) the spam amt jumps to 13 + 90 = 100% is the max
