If 1/3 of 180,00 are men
= 60,000 men
2/3 must be women
= 120,000 women
Ratio of women to the total population
= 120,000 : 180,000
= 120 : 180
= 1 : 1.5

Usually population includes such categories as men, women and children;
or man, women, boys and girls.
So, the formulation presented is strange and seems to be required more explanations.
Without it the formulation is DEFECTIVE.
