Two angles are Complementary when they add up to 90 degrees (a Right Angle right angle ).
if m+< 1=+%284x%2B12%29 and m <2=+%286x%2B8%29, we have
%284x%2B12%29%2B%286x%2B8%29=90
4x%2B12%2B6x%2B8=90
10x%2B20=90
10x=90-20
10x=70
x=7
now find m+< 1=+%284x%2B12%29
m+< 1=+4%2A7%2B12
