This is a one-tailed test, because there is a direction to the question. It is not whether the two are equal or unequal.
Decision rule: reject if the t df=18 0.99 is < -2.552.
The t-value is -0.650 for a p-value of 0.26
Fail to reject Ho, insufficient evidence to say that there is a difference. I would not say "trending" in that direction. If one is concerned, one might take a larger sample, which would have higher power to show a difference.
