I'll say that the bell and the drum are heard
at the exactly the same instant.

24 minutes later, the bell rings for the
+24%2F6+=+4+ 5th time ( counting initial ring )
-------------------------------------------
24 minutes later the drum beats for the
+24%2F8+=+3+ 4th time ( counting initial beat )
-------------------------------------------
So, both sounds come together after 24 minutes
