If the third house called is the first with a cable modem, then the first two didn't have cable modems, or 100-42.8=57.2% of all households don't have cable modems. So:
.572 x .572 x .428=0.140034752
Which means there is a 14.0034752% of contacting the first house with a cable modem on the third call. ☺☺☺☺
