Let m and n be your two numbers. Then 2m=3n, and 3(m-n)-13=2n. So:
2m=3n
m=3n/2
3(m-n)-13=2n
3m-3n-13=2n
9n/2-3n-13=2n
-n/2=13
-n=26
n=-26
