(11+x)(6+x), the outside dimensions, cannot be greater than 84 cm^2, because 84-66=18 cm^2
66+17x+x^2 not greater than 84
x^2+17x-18 < =0
(x+18)(x-1) < =0
x=1 cm width answer.
12 x 7 is 84 cm^2, and that is 18 cm more than 66 cm.
