Evaluate only using positive exponents
(2m)^−2 * n^5 / −m^4 * n^−3

If I assume you did not just drop the parentheses
in your problem, and if you are to follow the PEMDAS rule
of operation, you get::
(1/(4m^2)*(1/n^3)
----
= n^5/[(4m^2*(-m^4)(n^3)]
----
= n^5/[-4m^6*n^5]
---
= 1/[-4m^6]
----
Comment:: Using parentheses (to clarify) in your post
would help avoid much confusion. One of your responders
assumes your problem is a fraction ((2m)^-2 *n^5)/(-m^4*n^-3).
I did not.
