The part going as, "one person has a third as many nickels and two times as many dimes", is imprecise. If the phrasing, "compared to the other person", is added to the end of that sentence, THEN the description is clear enough. ... and MAYBE the question can be solved.

each has 16 coins consisting of nickels and dimes.

Person y has n nickels and d dimes.
Person x has n/3 nickels and 2d dimes.
The sum of each those coin collections is 16.
