Let L=whole length of pole
Then (1/3)L+ (1/4)L=14 ft
(7/12)L=14
L=24 ft

(5/12) of 24=10 feet in ground under water
(1/3) of 24=8 feet under water
(1/4) of 24=6 feet above water
