i would say the base units here would be the tank itself and the length of the highway.

the derived unit could be number of kilometers per tank.
the derived unit could be number of tanks per kilometer.

for example, since the tank has to be refilled every 2 miles, then:

the number of kilometers per tank would be 2/1 = 2.
the number of tanks per kilometer would 1/2 = .5.

alternatively:
