They are saying the ratio is 8 mm. to 5 ft.
In the same section, 6 inches to 2 feet; the 2 ft. has to be changed to 24 in. to get the ration 6 to 24.
My question: How can the 8 mm. be compared to 5 ft.? Definition in the section; Ratio represents quantities of the same kind and are measured in the same units.
