Note: 2x+3 is the whole denominator. It is all part of the first fraction and all of it is included under the numerator.

Multiply by 2x
12x/(2x+3) - 2 = 1
12x/(2x+3) = 3
12x = 3*(2x+3) = 6x+9
6x = 9
x = 3/2
