I'm not sure what your upside-down question mark means.
If it means we should multiply do the following::
7*(2/3) = (7*2)/3 = 14/3 = 4 2/3

If it means we should divide do the following::
7/(2/3) = [7*(3/2)]/[(2/3)(3/2)] = (21/2)/1 = 10 1/2
